This Peace Architecture Dialogue (PAD) was the fourth PAD (3 physical and 1 visual PAD) in the year 2020. The PAD was important because it gave room to participants to reflect adequately on emerging peace and security issues around Herders/Farmers in Delta State in the post-COVID 19 era. Search for Common Ground and Initiative for Community Development (ICD) took swift actions into mainstreaming COVID 19 best management practices into the peace building process. In this regard, facemasks, hand sanitizers were provided for participants and social distancing was also observed. Participants while introducing themselves, were given the opportunity to share their COVID 19 experience. All the participants were optimistic that the pandemic experience gave them the opportunity to reflect on the work they are doing. One important opportunity that participants talked about was that the pandemic gave them the opportunity to increase the consciousness of embracing peaceful coexistence among people.

According to Bridget Affiah, Project Manager of the sharing the green grass project of search for common ground while speaking on the project content update, she stated that “as peace builders we must continue to educate people because the COVID 19 is an issue that would affect peace building processes if not carefully handled”. She stressed that the issues on security have been on the high side as there were records on a number of loss of lives and crop damages, robbery, the influx of thousands of herders, violent clashes between farmers/herders in Delta North, and killing of cattle. While stating that security agencies are using the enforcement of face masks to make money at this time, she urged that it is essential for peace builders to provide hand sanitizers, face masks for the less privileged within our capacity, and to preach peace to curb violence against citizens. The COVID 19 has also affected the number of persons that participate in the PAD due to the rule placed on large social gatherings, she lamented while welcoming new communities into the PAD process. In all 21 participants were recorded, aggregated as five (5) female and sixteen (16) male.

Remarks and Current Community Conflict Dynamic

1.      Prof. Sam Ogege said that the dialogue creates an opportunity to reach a common ground that would build a common relationship between the farmers and herders.

2.      According to AlhajiJubril, the Public Relation Officer (PRO) of MACBAN Delta State Chapter opined that the issue of Uwheru led him and his team into inquiring the real owners of the cattle in that community. The owner of the cattle has cattle in other eastern communities but the ones grazing in Delta State are troublesome. “Our finding showed that the owner of the cattle were in Owerri in Imo State and the team met with them. To gain their trust, the team had to inform them that they were the representatives of the government of Delta State and that their visit was to help them to secure a new grazing point to ensure that they own up and that was achieved” he narrated. In Abraka, there is a route between Abraka and Ubiaruku (Benin Road) that herder uses to get entrance into Delta State, other routes are at Jesse to Oben etc. the Uwheru herders normally pass through Bayelsa into Delta from Owerri. “My issue is that how we can collectively block the entry routes so that it would be easier for MACBAN to track and register them” he concluded.

3.      Smart Edoge, the Chairman of  Delta State Peace Architecture Dialogue (PAD)noted that the platform is to create sustainable peace in Delta State, in this regard, several meetings have been held and we are aware that several crises have been resolved that there are still emerging ones arising. We had agreed that the PAD would do some visitation to Ogbe-Ijaw and Aladja as their Kings have given assurance that they want the crises there to be resolved by bringing the two kings together and send resolution to Government. The chairman also said that the PAD would investigate the issues of cultism and those involved. He then called on search and vigilante to give a progress report in these regards.

4.      Ogboele CDC Chairmanthanked search for chosen his community for the project and he confirmed that crises in his community have been reduced to the barest minimum. He lamented that some certain herders are constantly creating tension in the community by stealing other herder’s cattle that a herder connected to this case was arrested and was later granted bail which he described as a wrong approach. He urged the government to bring herders criminal elements creating tension in his community to book by taking the matter to the Governor as the herders have ignored the instructions of the other authorities to submit for peace.

5.      Mr. O Emmanuel of Ndemilli Community, hinted that the situation in his community remained the same. According to him, their last petition, was submitted on the 19th of January which he said highlighted the issues of robbery, rape, and destruction of farmers. He confirmed that the Governor responded by sending his SSA on Peace and Security to the community on the 31st of January but the issues have not been resolved till date after they promised of resolving it in two weeks.

6.      Godwin Akpovona, Vigilante Chairman of Eku Communitysaid that the herders know the bush more than the community as they have some many route to enter into the community and that their crops are being destroyed daily. He stressed that as a community, they have been complaining to the chairman of the cattle owner which has led to the signing of an agreement with them on the ground that for every destruction a compensation of One Hundred Thousand Naira (N100,000) would be paid but at this time the herder’s community have completely ignored the terms of the agreement. It was noted that some of the herders are kidnappers and robbers. If these issues cannot be resolved, it would be nice to ask the herders to leave their community, he concluded.

7.      Japhet Chika, Ubulu-OkitiAniocha South Vigilante, confirmed that they normally have meeting with the LGA Chairman including the herder’s communities. Though a lot is happening in communities within the LGA and the criminal herders are yet to be identified as MACBAN keep dissociating themselves from the herders. Herders are seen with guns which they use to kill people. There is a camp at Utulu that accommodate herders that keep attacking and killing people. Adding to the submission of the community, ChibuezeOsadebe, a retired police officer who is a member of the Ubulukiti security committee said that they are tired of the incidences of herder attacks while calling on Government to come to their rescue. He suggested that the government should tag cattle owners for easy identification.

8.      On Aradhe Community (Ellu Clan), the CDC Chairman narrated that Alhaji Musa called him on phone one faithful day that one of his 14 years old herder Boys was murdered and when they responded it was confirmed to be true. He said the body was exhume to the General Hospital at Ozoro. He called on the PAD to join the Ellu people to pacify the Fulani community.

The European Union's Niger Delta Support Programme (NDSP) - Component 3 (Water & Sanitation) is aimed at improving access to sustainable water supply, sanitation and hygiene services delivery in urban areas and small towns of five Niger Delta States of Akwa Ibom, Bayelsa, Delta, Edo and Rivers and to mitigate environmental pollution and poor water quality in the region. Initiative for Community Development (ICD) as one of the grantees, implemented the project at Oleh, Emede, Irri, Olomoro and Uzere Communities in Isoko South Local Government Area of Delta State, South-South Nigeria and it ran from October 2017 – December 2019.

The EU supported project which is focused on attainment of socioeconomic wellbeing and national targets on water, sanitation & hygiene in Isoko Local Government Area, through gender sensitive social business service delivery model has been successfully completed. The evaluation is aimed at assessing the overall performance of the project and the current status of the key and relevant performance indicators and their current values as outlined in the proposal. The evaluation assesses the degree of achievements of the objectives and results of the action of the implemented activities. It provides an opportunity to examine the effectiveness and efficiency of the intervention approach. The report summarizes information collected from intervention and evaluation activities, interpreting the data for possible meanings, and concluding how the findings might shape future programming.

The evaluation data were obtained through both desk-based and field research. Participatory qualitative data collection techniques – such as knowledge attitudes and practices surveys, questionnaires, semi-structured interviews with beneficiaries, relevant stakeholders and ICD project staff (Project Coordinator, Programmes Manager, Finance Manager and other support staff), mapping, wealth ranking, focus group discussions in the five communities and primary data where increasingly used. The evaluation rated the project to have met 80% of its intended results. Stakeholders' participation from inception to the implementation of activities and completion was one of the major factors in the success of the action. The evaluation report demonstrated visibly that; good number of accomplishments has been achieved. The full effect and resulting conditions of this action cannot be measured until after the implementation of some of the pending activities.

SYNOPSIS

Nigeria Stability and Reconciliation Programme (NSRP) women and girls programme area work towards ‘Increased and more influential participation by women and girls in institutions and initiatives relevant to peace-building, with reduced prevalence and impact of violence against women and girls’

Initiative for Community Development (ICD) in partnership with NSRP implemented a programme aimed at addressing violence against women and girls.  The programme provided a platform for women and girls to learn to manage conflict non-violently and to report and challenge gender-based violence.  They also learn skills that encourage them to participate in leadership, mediation and peace-building initiatives.

Project Management team of Initiative for Community Development carried out Consultative engagement with Isoko South Local Government Authorities and the LGA WASHunit was aimed at gaining their support for the ICD/EU W.A.S.H project and Isoko South Chapter of People Living With Disabilities (PLWD) were also engaged to be part of the project implementation and both bodies were requested to nominate one representatives each to the project board at various point of the project's implementation period.  The engagement process will involve consultation with the  leaders, and persons living with disabilities for their support and engagement process to attain inclusiveness for project introduction, sensitization and awareness advocacy on importance/ benefits of the ICD/EU W.A.S.H programme to people who resident in the project's communities.

The consultations /advocacy meeting aim is to gain the support of various community leaderships (Emede, Irri, Olomoro, Uzere & Oleh) for the ICD/EU W.A.S.H project, support from stakeholders involve in water, sanitation, hygiene programmes and request them to nominate representatives to the project board.  The engagement process will involve consultation with the community leaders, traditional rulers, leaders of various groups/associations, CBOs, men/women/youth groups, vulnerable group and persons living with disabilities for their support and engagement process to attain inclusiveness for project introduction, advocacy and sensitization.

Following a successful interactive robust project introductory engagements held with the 5 communities (Emede, Olomoro, Irri, Uzere and Oleh) and other key stakeholders (Youths & Women groups, PLWD, MFB, LGA, ODA Asaba, Min. of Water Resources, Regional Water Board, W.A.S.H Expert/Consultants etc) in the W.A.S.H sector across the Delta state and the subsequent nomination of representatives to serve on the Project Board of EU-Niger Delta Support Programme (NDSP) Component 3 – Water & Sanitation which is been implemented by Initiative for Community Development (ICD) in Isoko South LGA of Delts State. 

The PROJECT GOVERNING BOARD INAUGURATION took place on 2nd Feb., 2018 in OLEH CIVIL CENTRE, Oleh in Isoko South LGA.

The project is expected to run for a period of twenty-four (24) months with effect from November 2017The pilot project in Isoko South LGA will be implemented in phases and it is expected to kick start from Oleh community and gradually move to Emede, Irri, Olomoro and Uzere communities.

The overall object is :To attain national targets, improve the socio-economic wellbeing, peaceful coexistence and good governance in target communities through sustainable access to adequately safe water sanitation and hygiene services in Isoko South LGA

Initiative for Community Development (ICD) is a registered Non-profit Organization based in Warri Delta State.  Our programme areas are economic empowerment; conflict management and peace building; environmental services; waste management, sanitation and hygiene; democracy and good governance; health services and HIV/AIDS prevention education.

Initiative for Community Development (ICD), mentoring NGO of Iduwini Delta Cluster Development Board under the SPDC GMoU Social Investment program conducted Sustainable Livelihood Assessment (SLA) exercise in Odimodi Community in December 2017 and CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (5) ROOMS FOR COMMUNITY GUEST came out as one of the most critical need of the community during Community Development Plan and needs assessment exercise for Odimodi Community.

ODIMODI is an Ijaw Riverine community located in Burutu Local Government Area DELTA state, Nigeria. ODIMODI community is about 30 minutes and 2 hours by water (speed boat) to Burutu (Headquarters of Burutu LGA) and Warri (the nearest biggest city) respectively.  The community which is an island due to its accessibility by water only, is about two square kilometres (habitable area). It also has about twelve square kilometres of forest reverse. ODIMODI like other communities located in the swampy mangrove rain forest zone of the Niger Delta, has two major seasons yearly. 

STATEMENT OF NEED

This five–year CD Plan is the result of the participatory planning put together as a result of the information gathered during the conduct of the SLA in 2017 by ICD; the mentoring NGO. The findings of this self-assessment of local livelihoods situations and challenges with a view to identifying appropriate activities to stimulate local development revealed that one of the identified needs is CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (5) ROOMS FOR COMMUNITY GUEST in Odimodi community. When the project is completed and commissioned for use by the people, it will provide a befitting safe and conducive environment for social interactions & cultural activities / festivals and also serve as a meeting centre for all groups in the community. It will add to social infrastructural development strides of Odimodi community and provide a conducive guest rooms to community guests.

1.  CONSTRUCTION AND FURNISHING OF 200 CAPACITY TOWN HALLS WITH TWO (2) OFFICES AND FOUR (4) ROOMS FOR COMMUNITY GUEST in Odimodi community

4.2  OBJECTIVES

·         To provide a befitting, safe and conducive avenue for social interactions & cultural activities / festivals

·         To serve as office space to various groups’ EXCOs (CT, CDC, Youth and Women) in the community.

·         To add to social infrastructural and development strides of Odimodi community.

·         To earn extra money for the CT EXCO when hired by individuals for ceremonies

·         To provide a decent and conducive guest rooms to community guests.

5.3 RELATIONSHIP TO NATIONAL / INTERNATIONALLY ACCEPTED DEVELOPMENT GOALS

        The Provision of safe and hygienic Project in Odimodi community will address UN 2030 Agenda: 1, 5, 8, 9, 11

          and 16 (SDGs) and 7 of the United Nations Niger Delta Human Development Report (NDHDR) which are:

(i)            End poverty in all its forms everywhere

(ii)                Achieve gender equality and empower all women and girls

(iii)               Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all

(iv)         Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation

(v)          Make cities and human settlements inclusive, safe, resilient and sustainable

(vi)         Peace, justice and strong institutions

           MONITORING PLAN

     Monitoring of the project will be done at the implementation stage; this will be done to ensure that quality job is delivered

     using qualified personnel, quality materials and right mix of materials within the agreed time frame.

     The monitoring exercise will be carry out by the: QA/QC Engineer on site, Technical committee, CT’s Project Implementation

     Committee, SPDC Engineers and the mentoring NGO’s (ICD) Engineer at various intervals especially at the completion of

     each milestone by the contractor.

     What will be monitor are the various item contained in the milestones concerned and the specifications stated in the BoQ/BEME of the project.

PINDFOUNDATION with ICD has organised a capable training on ICT/SOCIAL MEDIA for CSOs in Niger Delta region of Nigeria.

ICD and other local and international partners, planning how to control and reduce cervical cancer in Nigeria through robust advocacy, awareness creation, early testing for detection and administering of cervical cancer vaccines on Nigerians. Partnership for Eradication of Cancer in Africa (PECA) joined other Stakeholders including the Federal Ministry of Health and WHO to cost the Nigerian Cervical Cancer Control Plan (April 26-28,2016) in Abuja.

ICD have been tasked with the responsibility for engagement on SPDC GMoU program implementation planning, sustainable livelihood assessment and 5 years community plan development.

ICD was represented by Mrs. Nneka Nwankwo, Engr. Fieva Eghove and Mr. Festus Ogbalor during 'Bilagorogbene Mein Cluster Development Foundation' CDB meeting in Yenagoa.

Initiative for Community Development represented and the GHESA Ingenierai Y. Tecnologia of Spain recently met in Calabar on collaboration to enhance social investments in the The Health Sector.
